Early Intervention Program (EIP) Services
Supports children (birth to age 3) with developmental delays in talking, walking,
learning, or playing.
The program is:
- Family-centered, voluntary, and confidential
- Free for eligible NYC families (insurance/Medicaid may be billed)
- Available regardless of race, income, or immigration status
1. Service Coordination
Provided by qualified professionals approved by the state.
Initial Service Coordinator (ISC)
Assigned upon referral. Helps develop the Individualized Family Service Plan (IFSP).
Ongoing Service Coordinator (OSC)
Selected by the parent and named in the IFSP. Oversees implementation and
coordination of services across all involved providers.
